Real estate developer, insurance executive, and Oklahoma state legislator elected to US Congress in 1986, succeeding James R. Jones. Elected to US Senate in 1994, succeeding David L. Boren, who had resigned.

Conservative Republican; anti-abortion rights, pro-death penalty, anti-gay rights, pro-gun rights. Supported 1990 Americans with Disabilities Act, 1991 Gulf War resolution, 1998-99 Clinton impeachment, 2001 USA PATRIOT Act, 2002 Iraq War resolution, 2004 restriction to bankruptcy rules, 2005 Central American Free Trade Agreement (CAFTA), and Constitutional amendments to require balanced budgets, ban flag desecration, and ban gay marriage. Opposed 1993 North American Free Trade Agreement (NAFTA), 1997 McCain-Feingold Campaign Finance Reform, 2008 Wall Street bailout, 2009 economic stimulus, 2010 health care reform.

Claimed through the early 1990s to have graduated from the University of Tulsa in 1959, but did not actually earn his degree until 1973. Took control of his father's insurance company as a young man, and later became President of a spin-off entity, Quaker Life Insurance Company, until 1986, when QLIC was forced into receivership and seized by the Oklahoma Insurance Commission. Unsuccessfully sued by stockholders, a Tulsa bank and the FDIC for mismanagement.

Has called global climate change "the greatest hoax ever perpetrated on the American people,"[2] and written a book on the subject. Has frequently cited Genesis 8:22 ("As long as the earth remains there will be springtime and harvest, cold and heat, winter and summer") as evidence that climate change is not actually happening, and in February of 2015 he famously "disproved" climate change by sneaking a snowball onto the Senate floor, and announcing "It's very, very cold out. Very unseasonable. So" -- then pulling the snowball from his pocket and throwing it to a colleague -- "catch this!" Chairs the US Senate Environment and Public Works Committee.
